Program Description

The Master of Laws in Global Comparative Constitutional Studies degree was established in 1992 to address the need for legal experts trained in an interdisciplinary approach to constitutional design in a politically, economically and culturally globalized world.  

The core curriculum of this one-year LL.M. centers on fundamental issues in comparative government and constitutional rights protection, such as comparative government, constitutional design and fundamental protection, in leading, emerging and backsliding democracies around the world. You will examine the root of constitutional problems during the transition to democracy through theoretical and practical explorations of past and present real-life case studies. Students scrutinize the legal traditions of both civil law (continental) and common law systems and dive into the growing body of research on the process and context of constitution-making, an exciting new field of academic studies1

The Master of Laws in Global Comparative Constitutional Studies at CEU is regularly updated to reflect our commitment to the broader international context inwhich contemporary constitutional systems operate. The most recent revision includes chances and limitations of resistant and resilient constitutional design to prevent democratic backsliding. 

For the duration of your studies, you will be based in Vienna, which was named the world's most livable city for the third consecutive year in the Global Liveability Ranking by the Economist Intelligence Unit (EIU).

How the One-Year LL.M. in Global Comparative Constitutional Studies Works

You will explore the key concepts in comparative constitutional law, starting from constitution-making and constitutional design through constitutional government (horizontal and vertical separation of powers) to constitutional rights protection in leading, emerging and declining constitutional democracies worldwide.  

The curriculum consists of mandatory and elective courses that cover the foundations of comparative constitutional law and dive into individual legal systems. You will choose the courses that align with your interests and future area of professional practice, tailoring your learning experience at CEU according to your aspirations.  

Elective subjects are delivered by our permanent and visiting faculty of international experts who provide focused training in diverse topics relevant to the discipline of constitutional law. You can select to explore the transition to (and from) democracy and the rule of law, constitution-making in a historical perspective and ongoing constitution-building processes, comparative constitutional adjudication, civil and political rights in different democracies, issues of equality and non-discrimination, socio-economic rights, biomedical law, and reproductive rights, as well as European constitutionalism. You will be encouraged to apply an interdisciplinary approach to comparative constitutional law and enrich your understanding of constitution-making in the context of human sciences.   

As with the other programs at the Department of Legal Studies, the Master of Laws in Comparative Constitutional Law is committed to research-based teaching. You will work on developing your academic research skills through problem-driven papers written for various courses, as well as in your final thesis or capstone project. At the end of the program, you will be able to analyze constitutional problems from a comparative and interdisciplinary perspective in light of their historical and geopolitical settings and effectively contribute to the constitution-making process.

Who Is This Program For

This Master of Laws in Global Comparative Constitutional Studies program is designed for students with a background in law who intend to focus on the development and operation of constitutional government in its broader political, social, cultural, regional and global context. 

Over the years, the program has attracted students from all over the world who are focused on developing strong international competencies in preparation for their careers in the protection and enforcement of constitutional rights and human rights in major jurisdictions. Graduates of the one-year LL.M. in Global Comparative Constitutional Studies program have become high-ranking civil servants, successful NGO and intergovernmental organization (IGO) professionals and academics actively addressing complex constitutional problems through comparative and interdisciplinary analysis.

To be accepted into this one-year program, you must have earned a first degree (bachelor's or equivalent undergraduate degree) of not less than four years of full-time studies with a minimum of 240 ECTS credits or equivalent. Applicants must have completed their undergraduate studies in law before enrolling in the LL.M. program.   

Program-Specific Requirements 

In addition to meeting the general CEU admissions requirements, you must provide a 500-word statement of purpose describing your reasons for applying to the program and how the program will help you achieve your personal and professional goals. You may also indicate the topic to which you intend to devote your master’s thesis, explaining your interest in the relevant subject.

Students will apply their knowledge and experience in an independent research project in the form of a final thesis or a capstone project that addresses constitutional problems in different constitutional regimes across a changing constitutional and political landscape.

After Graduation

After graduating with an LL.M. in Global Comparative Constitutional Studies, you will be well-equipped to provide viable solutions to constitutional problems as an individual researcher and member of an international team.
